AGREEMENT OF COOPERATION
between
UNIVERSITAS SEBELAS MARET (UNS)
and
UNIVERSITE DE LA ROCHELLE (ULR)
on their
COLLABORATION IN DOUBLE DEGREE MASTER PROGRAM
IN THE FIELD ECONOMICS AND LANGUAGES



This agreement of Cooperation is an Annex to the Memorandum of Understanding signed the 24 Agustus 2005 between UNS and ULR for a duration of five years.

ARTICLE 1
The purpose of this Agreement of Cooperation is to prepare a legal basis for operations to be performed by above mentioned institutions to further their common interest set forth in the articles below.

ARTICLE 2
The scope of this collaboration covers the following collaborations :
Double Degree Master Program in Economics and Languages, which will be held at:
- Sebelas Maret University (UNS) in Solo, Indonesia
and:
- Université de La Rochelle (ULR) in La Rochelle, France.


ARTICLE 3
To implement the aims and purposes expressed in the above articles, the following features are mutually agreed for the Program I :
1. A maximum of five (5) Indonesian students will be sent to the ULR every year in 2d year of the Master program majoring in marine biology (professional and/or research Master program).
2. The candidates will be selected by representatives of the ULR jointly with representatives of UNS. All candidates must fulfill requirements, which are set by all the related parties.
3. The selected candidates will benefit a double degree Master program, arranged by UNS and the ULR, which involves :
 A one year French language course in Indonesia.
 A one year master course at UNS in Semarang, Indonesia, as the first year of the double degree master program, in parallel with French courses and
 Another academic year at ULR, in the Master Program Environnement et Espaces Littoraux (Coastal environment and areas) as the second year of the double degree Master program, either the Research Master Exploitation Durable des Ecosystèmes Littoraux (EDEL) or the Professional Master Génie des Anthroposystèmes Littoraux (GENIAL).
4. The selected Indonesian students who pass successfully the Master degree at the ULR will receive the French Master degree and, by equivalence, the Indonesian Master degree from UNS.
5. Regarding the candidates who are enrolled at UNS in the first year of the Master Program, but not selected to benefit from the second year of the Master program in France, they will only study at UNS until they complete their Master Degree, therefore they will only get a Master degree from UNS.
6. The French students who enroll at ULR in the Master program will only get a Master degree from ULR, not from UNS. Therefore, this program is a double-degree program only from the Indonesian partner point of view, not for the French partners. If a French student follows and pass the Second year of Master Program at the UNS, he will get the strata 2 (Indonesian Master diplom) and the French Master diplom.
7. The French partner Universities, jointly with UNS staff, will supervise the selected students’ research projects, from the very beginning of year M1 (choice of the subjects, advices and methodology for the data collecting). If possible, the French lecturers will deliver lectures at UNS when they visit Semarang or whenever appropriate by visio-conference.
8. The French language skills of the selected students will be assessed on a regular basis. The target level is B1. In case of an insufficent level in French (less than the B1 level) before the departure to France, the student’s participation to this program will be cancelled.
9. Schedule of the program implementation (for information, subject to adaptations) :
 September year 1 (2007): selection of the short list of candidates (interviews) ; representative(s) of ULR shall participate.
 September year 1 (2007): beginning of the M1 (Master, semester 1 and 2) at the UNS and simultaneously with the French Course (1 year)
 November year 1 (2007) : beginning of corresponding with French professor for the research supervision
 March year 1 (2008) : choice of the research subjects of each of the students, under the supervision of a lecturer of UNS and a lecturer of one of the French partner Universities.
 June year 1 (2008) : M1 examination and French language assessment, if passed, continuation to the M2 at the ULR, if not continuation to the M2 at UNS
 September year 2 (2008): beginning of the M2 (Master, semesters 3 and 4) at the ULR.
 July year 2 (2008) : M2 examination and, if passed, graduation at the ULR.


ARTICLE 4
The funding of this program will be set as follows:
1. The implementation of this program will depend upon the availability of the supporting funds.
Concerning the cost sharing financial support in Program I, the two years living costs and the two years scholarship; for the first academic year in Indonesia and the second in France; will be provided by Minister of National Education Department (DIKNAS) through “Beasiswa Unggulan” (BU) Scholarship; while for expenses which are not covered by scholarships, it will be provided by the student himself.
2. The ULR tuition fees and medical insurance (sécurité sociale) will be paid by the students when they will arrive at the ULR for enrolment. These fees are exactly the same as for the French students.
3. The International Relations Office (SRI) of the ULR will assist incoming UNS students for housing reservation and Residence Permit (Carte de Résident) application.
4. The French parties (ULR or any other French sponsor) will pay for the travel fees to Indonesia of the ULR staff.
5. The UNS will pay for the domestic travels (Jakarta – Solo pp), accommodation and food of the ULR staff coming to UNS within the scope of this program
6. Neither the UNS nor the ULR will be held responsible of any liability whatsoever; furthermore neither party shall be required to purchase any insurance against lost of damage to any personal property to which this Agreement of Cooperation relates.

ARTICLE 5
1. This Agreement of Cooperation is effective as the date of execution by the appropriate officer of each signatory institution until the 24 Agust 2010 depending upon the availability of funding.
2. This Agreement of Cooperation may be extended by mutual accordance of the Parties for a period beyond its original date of expiry.
3. This Agreement of Cooperation shall be subject to revision, modification by mutual written Agreement.
4. Each Party may terminate the Agreement before its normal expiration by providing six months’ written notice to the other Parties. In this case, the programs or the activities already approved by both Parties shall be allowed to be completed under the conditions of this Agreement.
